LTC Rule Changed: New LTC rules for Central Government employees: Everything you need to know about changes

New LTC rules: The Ministry of Personnel, Public Grievances, and Pensions in the Department of Personnel and Training (DoPT) has made changes to the Leave Travel Concession (LTC) rules for Central Government employees. The following points give a summary of the main adjustments and instructions for LTC claims.
New reimbursement guidelines
According to an ET report, in a memo dated December 21, the ministry stated that ministries or departments, along with financial advisers, and subordinate or attached offices, with approval from the Head of Department (at least at the rank of Joint Secretary), can admit reimbursement claims for LTC journeys without referring to the Department of Personnel and Training (DoPT), following these specified timelines:

  • You have up to six months to claim reimbursement if no advance is taken.
  • If an advance is taken, you have up to three months to repay the entire advance amount. It’s crucial to repay the total amount in one lump sum, and interest will be charged on the entire advance from the withdrawal date to the repayment date.

Applicability of conditions
These conditions apply when a Central Government employee cannot submit the claim within the specified time limits according to rules 14 and 15 of CCS(LTC) Rules, 1988.The relevant Ministries/Departments/attached offices/subordinate offices should be convinced that the employee was unable to due to circumstances beyond control.

Superseding previous guidelines
The recent Office Memorandum replaces the previous one, DoPT’s OM No. 31011/05/2007-Estt.(A) dated 27.09.2007. These instructions are approved by the Department of Expenditure and take effect from the date of the Office Memorandum’s issuance.

Instructions for processing belated LTC claims
Ministries/Departments/attached offices/subordinate offices are requested to follow these instructions when handling delayed LTC claims. The goal is to simplify the reimbursement process.
Flight ticket booking through authorised travel agents
The Office Memorandum from October 20, 2023, issued by the DoPT highlights the procedure for booking flight tickets for LTC through authorised travel agents. Balmer Lawrie & Company Limited (BLCL), Ashok Travels & Tours (ATT), and Indian Railways Catering and Tourism Corporation Ltd. (IRCTC) are required to show information about the flight with the lowest fare and flights with fares that are only 10% higher than the cheapest fare. This serves as evidence that the booked ticket adheres to the specified guidelines.
